There is another plan.
At 5% interest, a 20 billion dollars costs one billion dollars a year. It is a relatively simple plan and again many countries are too poor to be able to afford to pay one billion a year in interest, but the full plan has been detailed frrom the economics pages, and 20 million will cost 1 million.
